The Cultural Integration Programme

The Cultural Integration Programme (CIP) is a mandatory 12-week course completed by every wildebeest before delivery to a hosting property.

The programme was developed in partnership with the BBC, Waitrose, and a pub in Gloucester that everyone says is haunted. It ensures that every wildebeest arrives at its new home with a working knowledge of British life, a regulated television habit, and tea preparation to a government standard.

The programme is delivered at the Department’s training facility near Nuneaton. The facility is not a campus. The Department has been asked to stop calling it a campus.

Course structure

Week Module Content
1 Vehicle disembarkation How to leave a transport vehicle. Taught first because it is where most Phase 1 delays begin.
2 Television access Appropriate viewing habits. BBC One is studied in depth. Channel 5 is discussed once, so that its prohibition may be understood.
3 Tea preparation Government-standard brewing: water temperature, milk order, and the correct response to instant coffee. Practical assessment at the end of the week.
4 Weather discourse Structure, duration, and acceptable content of weather conversation. Includes supervised practice in a real queue.
5 Queueing Queue formation, queue maintenance, and the ethics of the queue. Includes a Module 4 refresher, as queueing is where weather discourse is most often required.
6 Sofa protocol Shared occupancy of soft furnishings. Territorial confidence is encouraged. Full sovereignty is a Phase 2 outcome.
7 Biscuit etiquette Jammie Dodgers recommended. Garibaldi biscuits acceptable. Custard creams remain under departmental review.
8 Unsupervised socialisation Held off-site.
9 Administrative competence TV licence compliance, the integration progress form (WB-INT-01), and correct use of the recycling bin (Phase 4 size where applicable).
10 Final assessment Written examination, supervised tea preparation, and a timed queue simulation.

Weeks 11 and 12 are reserved for revision. No wildebeest has ever requested revision. The Department maintains the weeks in the schedule as a gesture.

The off-site module

Module 8 is held at the pub in Gloucester. The Department does not comment on the pub. The pub is a licensed premises in Gloucester. Everyone says it is haunted. The Department has been unable to confirm this. The Department has also been unable to rule it out.

Module 8 is the only module for which the Department does not hold complete attendance records. On three occasions, a wildebeest has left the module, returned the following morning, and declined to discuss where it had been. The Department has stopped asking. No wildebeest has ever missed the final assessment. This is the important thing.

Assessment and outcomes

Outcome Result
Pass The wildebeest is certified and issued with a complimentary box of Jammie Dodgers.
Referred The wildebeest repeats the failed module. Module 3 (tea preparation) accounts for 61% of referrals. The Department believes this is fair.
Reclassified The wildebeest returns to programme intake for reassessment. This is rare and has never been related to Module 8.

After the programme

Wildebeest who complete the CIP are delivered to their hosting property within 6 to 8 weeks. Integration continues on site in four phases, described in the phases of integration guidance.

Completion of the CIP does not end the wildebeest’s relationship with the programme. Wildebeest remain property of the Crown, subject to the provisions of the Wildebeest Rights Act 2023, which guarantees adequate grazing, quality television, and the right to be addressed by one’s government designation.

The CIP is not a holiday, and it is not a citizenship pathway, and it is not a television programme, although the Department understands that Module 2 occasionally resembles one.
