On fourteen occasions between March 2023 and January 2024 the subject was photographed entering, leaving, or standing near a Gulfstream G650 registered to an aviation photography charter company based in Faro, Portugal. The company lets the aircraft for stills work by the hour, with a two-hour minimum and a cleaning deposit. The subject has never held a boarding pass in his own name.
In interview the subject stated that he was 'between flights'. The Panel accepts that this was technically true for periods of up to four minutes on each occasion, and notes that it is technically true of most people most of the time, which the subject's counsel agreed was 'the whole problem with the case'.
The subject sold 1,143 places on a course titled 'Passport to Seven Figures' at £997. The course comprises eleven modules. Module 6 ('Mindset') is Module 2 read aloud in a different accent. An Officer of the Office completed the course in full. The expenses claim is under review.
The subject is required to notify changes of circumstance within three days. The history below is the complete record of what the Office was told, when it was told, and what the Office found out anyway.
Notified a change of claimed net worth band, Band C (seven figures) to Band F (nine figures).
Not a requirement of the notification. The requirement provides for notification, not substantiation. The Office has considered whether it should provide for substantiation and has decided against it, on the grounds that the resulting paperwork would be enormous.
Notified a change of home address from 'the penthouse' to a residential address in Solihull. The subject described the move as 'temporary, while the jet is repainted'.
Failed to notify the launch of a second course ('Passport to Eight Figures', £1,997). Detected by routine monitoring. Enrolment figures were not requested and were not offered.
Attended annual verification. Photographed by an Officer from the standardised angle against the standardised wall. The subject brought a representative, who was also photographed.

Medium–high. The subject's following has increased by 34% since conviction. The Panel records that the notification requirement is being experienced by the subject as marketing, and directs that this observation be kept out of any press release.
